National Highways is dualling the roughly 30 km of single carriageway that remain on the 80 km A66 between M6 junction 40 at Penrith and the A1(M) at Scotch Corner, in six sections. The scheme was last costed at about £1.5bn in 2022, and Balfour Beatty, Kier and Keltbray were appointed as delivery partners. The Development Consent Order was granted in March 2024 and a judicial review against it failed. After a pause in July 2024, the scheme was confirmed again in the July 2025 Spending Review.
In August 2026 the government said National Highways is working to start construction by the end of 2026, and narrow-lane traffic management between junction 40 and Temple Sowerby has been in place since July 2026, booked to run until winter 2030/31. A confirmed main works start date had not been published at the time of writing. Penrith had 16,987 residents and Appleby-in-Westmorland 3,228 in 2021, so crews base in Penrith, Appleby, Kirkby Stephen and Carlisle.
