Power4Steel is the transformation programme of SHS Stahl-Holding-Saar at the Dillinger works in Dillingen/Saar and the Saarstahl works in Völklingen. SHS puts the investment at €4.6bn, of which €2.6bn is federal and state funding, and calls it Europe's largest industrial decarbonisation initiative. It covers about 120 new buildings and structures, a direct reduced iron plant in Dillingen about 140 m tall that will supply both sites, and one electric arc furnace at each works.
Permits were granted in July 2025. By September 2026 the build had moved above ground and the first of the 120 buildings was finished, and a ten-year green hydrogen supply deal starts in 2029. Both works keep producing during construction. Dillingen has 21,295 residents and Völklingen 41,384, and the sites are about 15 km apart, so crews base in Saarlouis, Merzig, Völklingen and Saarbrücken.
