The Bay of Biscay interconnector is a France to Spain direct current link of about 400km, around 300km of it under the sea, built by INELFE, the joint venture of RTE and Red Eléctrica. Its two 1,000MW circuits will raise exchange capacity between the two countries from 2,800MW to 5,000MW, and the budget is now about €3.1bn. The French converter station is at Cubnezais in Haute-Gironde, next to the existing 400kV substation, and French works started in October 2023.
By September 2026 the project was reported at 70% complete, with civil works at both converter stations finished and electromechanical installation under way. Testing is due from mid-2027 and full commissioning in 2028, so specialist converter, cable and commissioning teams remain on site through 2027. RTE has also consulted on two further converter stations near Cubnezais for a separate link. Teams base in Saint-André-de-Cubzac, Blaye and the north of Bordeaux.
